Establishes the "Comprehensive Flood Mitigation Grant Program" administered by the Department of Environmental Conservation to provide grants to municipalities with populations under one million for implementing flood mitigation plans.

Authorizes grants for flood control and watershed management projects, and capital costs for automated flood warning systems, provided projects are part of an approved municipal comprehensive flood management plan and consistent with state interjurisdictional flood management plans.

Grants the Commissioner authority to set guidelines, parameters, and application procedures for projects, with department review and written approval required for all comprehensive flood management plans requesting grant funds.

Appropriates $5,000,000 from the state general fund to the Department of Environmental Conservation for program implementation.

Requires the department to submit a report to the legislature within 90 days of the effective date detailing project setup and implementation rules; program expires December 31, 2022.
