Allows physicians certified by the American Board of Ophthalmology, optometrists, and ophthalmic dispensers to organize together as professional service corporations under Business Corporation Law Section 1503.

Permits these three professions to form professional service limited liability companies and registered limited liability partnerships under Limited Liability Company Law and Partnership Law, with each member licensed in their respective field.

Requires that any physician in such entities must be certified by the American Board of Ophthalmology, while optometrists and ophthalmic dispensers must be licensed under Articles 143 and 144 of the Education Law.

Extends the same requirements to foreign professional service entities (corporations, limited liability companies, and limited liability partnerships) organized outside New York that wish to practice in the state.

Takes effect immediately upon enactment.
