Amends Public Health Law Section 2801-a to establish a new category of healthcare facilities called "convenient care clinics" that can operate within retail spaces (pharmacies, stores, shopping malls) or employer facilities.

Permits convenient care clinics to be operated by non-natural person entities (corporations, LLCs) without the strict ownership restrictions that normally apply to diagnostic and treatment centers.

Requires the Public Health Council to adopt rules governing convenient care clinics, including provisions for ownership changes, operator oversight, and qualifications of directors and officers.

Exempts convenient care clinics from three existing ownership and control requirements that normally apply to diagnostic and treatment centers.

Authorizes the Health Commissioner to establish different regulations for convenient care clinics regarding design, construction, equipment, and services provided.
