Allows registered professional nurses and licensed pharmacists to dispense emergency contraception under non-patient specific prescriptions or orders from physicians, certified nurse practitioners, or licensed midwives.

Establishes protocols requiring written procedures agreed upon between nurses/pharmacists and prescribers or hospitals, along with professional standards of practice.

Mandates that patients receiving emergency contraception receive written material including clinical information, usage instructions, follow-up care importance, health risks of unprotected intercourse, and referral information for sexual abuse and domestic violence services.

Requires insurance policies covering contraception to also cover emergency contraception whether provided by prescription, non-patient specific order, or without prescription.

Takes effect 180 days after enactment, with insurance coverage provisions applying to policies issued, renewed, or modified on or after the effective date.
