Creates the Telework 2011 task force chaired by the governor's designee, consisting of the departments of environmental conservation, transportation, and civil service, the workers' compensation board, the office of general services, and the office of advocate for persons with disabilities, with legislative liaisons appointed by the senate president and assembly speaker.

Establishes a demonstration program involving employees from the departments of banking, health, insurance, and transportation and the division of housing and community renewal to study teleworking's impacts on productivity, costs, employee quality of life, environmental effects, workers' compensation, transportation use, office space needs, and accommodations for disabled employees.

Directs the task force to identify technical assistance and training for state agencies, recommend ways to improve productivity and reduce costs through teleworking, develop teleworking models, and review statutes and regulations that affect teleworking implementation.

Requires the task force to conclude the demonstration program and submit a bound report to the governor and legislature with findings and recommendations 18 months after implementation, to be made available to the public.

Effective date is November 1 of the year following enactment.
