Increases state aid from 50 percent to 75 percent of total project approved costs for public library building projects located in economically disadvantaged communities.

Defines "economically disadvantaged community" as meeting at least one of three criteria: (1) political subdivision with 15% or more population living in poverty; (2) school district with 65% or more student enrollment eligible for free and reduced lunch; or (3) political subdivision with 13% poverty combined with school district having 50% or more free and reduced lunch eligibility.

Maintains existing 50 percent state aid cap for library projects in non-disadvantaged areas, covering land acquisition, construction, renovation, or rehabilitation of public libraries and library systems.

Limits state liability to appropriated funds and provides aid payment schedule with 50 percent upon application approval, 40 percent in the next fiscal year, and 10 percent upon project completion.
