Establishes a three-year demonstration program on the Staten Island Expressway authorizing installation of roadside and bus-mounted enforcement cameras on no more than 100 buses or roadside locations to monitor high occupancy vehicle and bus lane violations between 7 a.m. and 7 p.m.

Imposes monetary penalties on vehicle owners (not operators) for violations recorded by the cameras, with liability only if the vehicle was used with the owner's permission and no exception if the operator was separately convicted.

Provides vehicle owners with defenses including if the vehicle was reported stolen prior to the violation, or if the driver was yielding to emergency vehicles, following law enforcement directions, or avoiding road hazards.

Requires the Commissioner to submit written reports to the Governor and legislature by December 31, 2012 and 2013 detailing violation statistics, fines collected, adjudication results, and revenue generated from the program.

Takes effect 120 days after enactment and automatically expires three years after the effective date.
