Establishes the City of White Plains Industrial Development Agency as a body corporate and politic with perpetual duration to accomplish purposes related to industrial development as specified in General Municipal Law Title One.

Grants the agency powers and duties of industrial development agencies, except condemnation power requires prior approval of the White Plains City Council.

Limits the agency's real property acquisition (by purchase, condemnation, or other means) to within the corporate limits of the City of White Plains and requires consideration of local zoning, planning regulations, and comprehensive land use plans.

Provides that agency members are appointed by the Mayor subject to confirmation by the city's governing body and serve at the Mayor's pleasure, with the Mayor designating the Chair.

Takes effect immediately, contingent upon the Secretary of State timely receiving a required certificate under General Municipal Law Section 856, or becomes repealed 30 days after notification of failure to file the certificate.
