Amends Vehicle and Traffic Law section 1620 to authorize local school districts and municipalities to determine and establish maximum speed limits in school zones, rather than having the Department of Transportation establish them.

Allows school speed limits to be set at not less than 15 miles per hour for a distance not to exceed 1,320 feet on highways passing school buildings, entrances, or exits.

Amends Vehicle and Traffic Law section 1622 with identical language, granting municipalities the same authority to establish school zone speed limits on local highways.

Takes effect immediately upon enactment.
