Prohibits storage, distribution, preparation, serving, or sale of food containing artificial trans fat in restaurants, food service establishments, retail food stores, and other food establishments throughout New York State.

Defines artificial trans fat as foods labeled as, listing as ingredients, or containing vegetable shortening, margarine, or partially hydrogenated vegetable oil, except foods with less than 0.5 grams of trans fat per serving or naturally occurring trans fats.

Exempts foods sold directly to patrons in manufacturer's original sealed packages with nutrition facts labels consistent with federal law and regulation.

Directs the Department of Health Commissioner to promulgate rules, regulations, and guidelines for recordkeeping and compliance, after consulting with restaurant representatives, local health departments, and the Commissioner of Agriculture and Markets.

Preempts more stringent local regulations adopted after this law takes effect, but preserves existing local trans fat restrictions adopted before the law's enactment.
