Prohibits storage, distribution, and service of foods containing artificial trans fat in restaurants, food service establishments, retail food stores, and other food establishments, except for foods in manufacturer's original sealed packages.

Defines artificial trans fat as foods containing vegetable shortening, margarine, or partially hydrogenated vegetable oil, but excludes foods with less than 0.5 grams of trans fat per serving and naturally occurring trans fats.

Directs the Commissioner of Health to promulgate rules and regulations for recordkeeping and develop guidelines with recommendations for healthier alternatives to assist food establishments in compliance.

Establishes staggered effective dates: December 31, 2012 for oils, shortenings, and margarines; June 1, 2013 for all other foods containing artificial trans fat.

Permits existing local laws restricting artificial trans fat adopted before this section becomes law to remain in effect, but preempts future local regulations that are more stringent than state standards; the local preemption provision expires December 31, 2023.
