Establishes a senior dental services grant program administered by the Director of the Office for the Aging to provide dental services to eligible elderly persons.

Eligibility limited to elderly residents (age 65+) with no dental insurance: unmarried individuals with annual income ≤$20,000 or married couples with combined annual income ≤$26,000.

Director shall select up to six grant recipients through a request for proposal process, prioritizing accredited educational programs and existing dental clinics serving low-income elderly with consideration for geographic distribution.

Grants may be used for direct provision of dental care, equipment purchases, and travel expenses, with eligibility re-determined at the end of each 24-month coverage period.

Director must submit annual reports to the Governor and Legislature detailing grant program operations, financial reports, program effectiveness analysis, and recommendations on continuation and expansion.
