Establishes the "Say Yes to Education Demonstration Program" in Syracuse and up to five other cities with populations under one million and family poverty rates of 13% or greater based on the 2000 federal census

Eligible students must be enrolled in participating districts during 10th, 11th, and 12th grades, possess a high school diploma or equivalent, and be matriculated at SUNY or CUNY institutions

Provides awards covering the difference between the cost of tuition and fees at SUNY or CUNY schools and other state or federal aid received, or the actual tuition cost, whichever is less

Requires the President of the Higher Education Services Corporation to promulgate implementation rules and regulations by December 31, 2009, using existing Tuition Assistance Program standards for duration, income eligibility, and grade point averages

Funding for the program is contingent upon legislative appropriation
