Defines "animal abuser" as persons over 18 convicted of felony violations of animal protection statutes in New York or comparable offenses in other states.

Requires animal abusers to register with county sheriffs within 11 days of being in the state for more than 10 consecutive days, and reregister within 10 days of relocating within New York.

Mandates registration information including legal name, aliases, date of birth, social security number, address, employment, offense details, and conviction date.

Requires county sheriffs to notify all residences, schools, humane societies, animal shelters and businesses within a half-mile radius of the abuser's location within 10 days of initial registration.

Establishes a statewide central registry maintained by the Division of Criminal Justice Services, publicly accessible via internet, telephone, written, and in-person access for 15 years; violations are Class E felonies.
