Mandates contractors submit utilization plans for MWBE participation at the time bids are submitted rather than after bid opening, and requires quarterly compliance reports throughout contract performance.

Establishes penalties including fines and up to five-year debarment from state contracting for entities with three or more violations within five years, with fines deposited into a fund to support MWBE provisions.

Increases performance and payment bond thresholds from $100,000 to $150,000 for state contracts and from $200,000 to $300,000 for certain state agencies, with annual adjustments for construction cost increases.

Creates an internet-based, centralized state registry of certified MWBEs and requires division to list noncompliant agencies in annual reports; encourages mentor-protégé relationships and joint ventures between prime contractors and minority/women-owned businesses.
