Creates the Technology Employment Community Hub (TECH) Centers Program to support workforce development in high-technology fields through funding for community colleges

Authorizes grants of up to $100,000 per community college for reconstructing, rehabilitating, or improving laboratory facilities and acquiring or upgrading equipment for technology training

Requires grant applications to demonstrate regional need for skilled workers, evidence of collaboration with four-year institutions or businesses, detailed budgets, and matching funds from federal or private sources

Mandates annual reporting to the Governor, Speaker of the Assembly, and Temporary President of the Senate beginning September 1, 2011, including recipient names, award amounts, equipment descriptions, student participation numbers, and employment outcomes

Takes effect immediately upon enactment
