Creates an 18-member statewide commission on education in the twenty-first century appointed by the legislature, governor, and board of regents to examine and recommend changes to New York's school district system and education service delivery.

Establishes six regional advisory committees (Long Island, New York City, Hudson Valley, Eastern, Central, and Western) with eight regional commission members each to develop recommendations for reconfiguring school districts based on demographic, geographic, educational, and fiscal indicators.

Requires regional advisory committees to submit recommendations by November 15, 2012, and the full commission to submit its report with specific reconfiguration recommendations to the governor and legislature by December 1, 2012, after which the commission dissolves.

Authorizes the commissioner of education to implement the commission's recommendations only if the governor approves and transmits the report by December 5, 2012, and the legislature does not reject them by concurrent resolution by December 31, 2012.

Expires and is repealed June 30, 2014.
