Adds Article 23-C to labor law requiring employers of sanitation workers to ensure all employees receive proper training for assigned jobs, tasks, hazards, and equipment use before initial assignment.

Mandates annual refresher training for all employees and additional retraining whenever job assignments or equipment changes, or when the Department of Labor inspections reveal procedural deviations or knowledge gaps.

Requires employers to maintain training records including dates and types of training received, with records to be maintained per Department of Labor regulations; contractors must provide training records upon demand.

Specifies training must be tailored to individual operations and include federal and state occupational safety requirements, Department of Transportation standards, and operational instruction specific to each type of equipment used.

Establishes that the Department of Labor has authority to promulgate necessary regulations, with the act taking effect 180 days after enactment.
