Adds Article 37-A to Public Health Law establishing training and registration requirements for kidney dialysis patient care technicians who are not licensed physicians, nurses, physician assistants, or specialist assistants.

Requires the Commissioner of Health, in consultation with the Commissioner of Education, to establish training requirements with clearly defined competency criteria covering roles, responsibilities, kidney dialysis therapy overview, and legal responsibilities.

Permits training programs to be conducted by kidney dialysis providers, degree and non-degree granting higher education institutions approved by the Board of Regents, or other entities approved by the Commissioner.

Prohibits any person from using the title "kidney dialysis patient care technician" or providing kidney dialysis services without completing required training and registering with the Department of Health.

Exempts persons actively providing kidney dialysis services for at least two years from registration requirements for one year after the effective date; the act takes effect 365 days after becoming law.
