Amends Social Services Law Section 104 to prohibit public welfare officials from bringing legal action or establishing implied contracts against one, two, or three family dwellings or condominiums that serve as primary residences of public assistance recipients or their liable relatives.

Extends the same exemption to manufactured homes defined under Real Property Law Section 233 when they serve as primary residences of assistance recipients or liable relatives.

Amends Social Services Law Section 106 to prevent social services officials from accepting deeds or mortgages on primary residences (one, two, or three family dwellings, condominiums, or manufactured homes) as compensation for public assistance or care.

Applies the residential exemptions to all child support enforcement provisions under Social Services Law Section 369.

Takes effect immediately and applies to all pending or new actions, proceedings, liens, and implied contracts created on or after the effective date.
