Authorizes school districts in cities with populations of 100,000 or more to establish police training high schools or programs in grades 9-12, with New York City permitted one school per borough, combining standard curriculum with specialized police preparation courses.

Requires police training programs to serve students from police precincts with high juvenile delinquency rates, with class sizes limited to 20 students maximum and 20 classes per school, and mandates a summer component through CUNY or SUNY criminal justice programs.

Establishes Police Officer Training Corps (POTC) programs at SUNY and CUNY colleges offering undergraduate criminal justice programs, based on the military ROTC model, and requires universities to consider police training high school graduation as a favorable admission factor.

Grants police training high school graduates five additional points on competitive police officer civil service examinations in cities that adopt local laws authorizing such credits, with graduates also receiving additional consideration based on their specialized training and criminal justice coursework.

Curriculum guidelines for police training courses must be developed by the State Education Commissioner in consultation with the Division of Criminal Justice Services and Municipal Police Training Council, with coordination through SUNY and CUNY criminal justice programs.
