Creates a new civil remedy under New York Civil Rights Law allowing individuals to sue for injunctive relief, damages, or other appropriate relief when intentionally harmed because of their race, color, national origin, ancestry, gender, religion, religious practice, age, disability, or sexual orientation.

Defines covered protected characteristics including disability (physical or mental impairment substantially limiting a major life activity), age (60 years or older), sexual orientation (actual or perceived homosexuality, heterosexuality, or bisexuality), and gender (actual or perceived sex including gender identity or expression).

Permits injunctive relief without requiring proof of actual injury or damage if the court finds a violation has occurred.

Authorizes the New York Attorney General to seek injunctions to stop bias-related violence or intimidation activities and take proof, determine facts, and issue subpoenas.

Allows prevailing parties in such actions to recover reasonable attorneys' fees as part of costs, at the court's discretion.
