Establishes a mandatory training, continuing education, and certification system administered by the Department of Economic Development for all state agency purchasing personnel, including exempt agencies.

Requires state agency employees with procurement authority to complete required training before participating in purchases, or provide equivalent training from a nationally recognized association.

Sets a minimum continuing education requirement of 24 hours every two years for purchasing personnel.

Authorizes the Department to collect fees from state agencies to recover costs of administering the training program.

Permits the Department to provide voluntary training to political subdivision purchasing personnel (municipal corporations, district corporations, and boards of cooperative educational services) and collect fees for such services.
