Creates a seven-member New York City Transit Authority Safety Advisory Panel appointed by the Governor (with recommendations from the Senate President and Assembly Speaker) to study and monitor public safety from terrorist threats and criminal activity in transit stations.

Requires the advisory panel to submit a comprehensive study on strategies to ensure public safety and deter terrorist attacks and criminal mischief to the Governor and Legislature within three years of the law's effective date.

Imposes a moratorium on closing token booths in passenger stations until July 1, 2014 or submission of the advisory panel's report, whichever is later, except for repair, renovation, or emergency purposes.

Mandates minimum staffing of at least one train operator and one conductor on each train in passenger service that either exceeds four cars or 360 feet in length, serves lines passing through underwater tunnels or bridges, or has potential passenger loads exceeding 750 passengers.
