Authorizes hunting with crossbows for deer and bear if the crossbow meets specific technical specifications: minimum 14-inch bolt, 17-inch minimum limb width, 100-200 pound draw weight range, and 24-inch minimum overall length.

Permits crossbow use during regular big game hunting seasons where shotguns or muzzle loaders are allowed, except in muzzle loader-only seasons where crossbow use must occur after the regular season closes.

Requires the Department of Environmental Conservation to adopt regulations establishing crossbow safety training and responsible hunting practices to be included in hunter education courses for all new hunters.

Mandates that hunters who completed hunter education before crossbow training implementation must complete an approved online or alternative training program before using a crossbow for big game hunting.

Effective October 1, 2010 (sections 4-5 effective February 1, 2011), with the act set to expire December 31, 2012 unless extended.
