Amends Section 72 of the Public Service Law to prohibit the Public Service Commission from authorizing rate increases designed to offset revenue losses caused by consumer energy conservation efforts.

Clarifies that the commission retains authority to fix just and reasonable gas and electricity rates, set maximum prices for service periods not exceeding three years, and order improvements to utility operations.

Establishes that utilities bear the burden of proof to demonstrate that proposed rate changes are just and reasonable.

Takes effect 120 days after becoming law.
