Creates an 11-member bipartisan temporary task force to investigate and recommend alternatives for the legislative item appropriation process, with appointments made within 30 days by the governor (3 members), senate president (3), assembly speaker (3), senate minority leader (1), and assembly minority leader (1).

Task force must solicit input from civic groups and hold a minimum of three public hearings throughout the state to discuss legislative items of appropriation and their distribution across assembly and senate districts.

Task force shall establish goals for equitable distribution of legislative items regardless of party affiliation, eligibility rules, application processes with criteria, and accountability mechanisms including identification of receiving members and funding amounts.

Requires a written report to legislative leaders and the governor by June 30 of the year following enactment, with findings, conclusions, recommendations, and necessary legislative proposals to be made public.

Takes effect immediately and expires July 1 of the year following enactment, at which time all provisions are automatically repealed.
