Requires equal appropriations for all individual senators and all individual assembly members when adding projects or programs to the governor's proposed budget bills.

Mandates the Senate Finance and Assembly Ways and Means Committees provide formal program name, sponsoring group, full address, legislative sponsor(s), and program description/justification for each proposed appropriation.

Requires all proposed additional appropriations be included in budget bills as line-items.

Mandates legislators sponsoring appropriations disclose whether they, their spouse, or defined relatives are employees of or conduct business with the sponsoring group receiving the appropriation.

Requires all information about proposed appropriations be made publicly available at costs consistent with Article Six of the Public Officers Law.
