Amends Social Services Law Section 360 to remove language requiring social services officials to obtain deeds or mortgages on real property owned by applicants or recipients as a condition for granting family assistance.

Eliminates the requirement that property deeds or mortgages be provided in accordance with Section 106 of the Social Services Law, while retaining restrictions on selling or enforcing mortgages on occupied property without department written consent.

Modifies Abandoned Property Law Section 1305 to reference only Section 152-b of the Social Services Law (removing the reference to Section 360) regarding unclaimed surplus moneys from estates after recovery of public assistance costs.

Repeals Section 106 of the Social Services Law entirely, which previously detailed the powers of social services officials to receive and dispose of deeds, mortgages, and liens.

Takes effect immediately upon enactment.
