Establishes a legal definition of "domestic worker" covering housekeepers, nannies, and elderly companions employed in private homes, with specific exclusions for casual workers, relatives, and certain companionship service providers.

Limits domestic workers to 40 hours per week (44 hours for live-in workers) with overtime compensation at 1.5 times normal wage rate for hours exceeding these limits.

Requires domestic workers receive at least 24 consecutive hours of rest per calendar week, with compensation at overtime rates if they voluntarily work that day, plus three days of annual paid rest after one year of employment.

Prohibits employers from engaging in unwelcome sexual advances, harassment, or discrimination based on gender, race, religion, or national origin against domestic workers, and allows enforcement regardless of employer size.

Directs the Commissioner of Labor to report by November 1, 2010 on the feasibility of allowing domestic workers to organize for collective bargaining purposes and to develop educational materials on employment benefits and labor laws.
