Prohibits social services officials from recovering public assistance payments from work experience program participants unless the recovery amount is reduced by the value of hours worked, calculated at the higher of state or federal minimum wage

Applies to recovery under existing social services law sections covering various assistance programs and conditions

Requires the Office of Temporary and Disability Assistance to promulgate rules, regulations, and conduct training for implementation

Takes effect immediately upon enactment
