Establishes definitions for environmentally sensitive commodities and services that minimize adverse public health and environmental impacts, as determined by the Commissioner of General Services.

Requires the Commissioners of General Services and Health to jointly develop and periodically update guidelines and specifications for environmentally sensitive commodities and services used in hospitals and hospital facility construction, renovation, or repair projects.

Mandates the Commissioner of General Services to distribute guidelines, specifications, and a sample list of compliant environmentally sensitive commodities and services to all hospitals, which hospitals must consider when making procurement decisions.

Requires hospitals to consider the distributed guidelines and specifications when purchasing commodities, construction items, or services for hospital use or construction projects.

Directs the Office of General Services and Department of Health to jointly issue a report by June 1, 2012 analyzing the impact of these guidelines on hospital purchasing and procurement practices.
