Requires private ATM operators to maintain adequate lighting and reflective mirrors at unenclosed ATMs located in non-banking establishments such as supermarkets, restaurants, bars, convenience stores, airports, and school buildings.

Mandates registration of all private ATMs with the New York State Superintendent of Banks, with operators paying a $100 registration fee and $50 annual renewal fee per machine.

Operators must comply with all EFT network and state/federal regulations, maintain inventory procedures, obtain placement agreements with merchants, and post conspicuous notices on each machine with operator contact information and consumer protection warnings.

Establishes civil penalties of up to $5,000 for operator violations and up to $250 for property owners who permit unregistered machines to operate, with each 15-day period of non-compliance constituting a separate offense.

Becomes effective 180 days after enactment; existing operators have 90 days from the effective date to register their machines in compliance with the law.
