Requires the Department of Health to annually provide hospitals with information on environmental hazards including radon, lead, and toxic contaminants, with a 30-day response time for specific requests.

Prohibits the Department of Health from approving hospital construction applications unless they include HVAC systems meeting industry standards, air intake vents designed for healthy indoor air quality, pest control design practices, radon control techniques, and adequate lighting, sanitation, drainage, and safety systems.

Requires all hospital construction applications to demonstrate consideration of proximity to environmental hazards such as industrial facilities, combustion facilities, inactive hazardous waste sites, municipal landfills, and other hazards identified by the Department of Health and Department of Environmental Conservation.

Directs the Department of Environmental Conservation to annually provide the Department of Health with information on existing and known environmental hazards, with a 30-day response time for hospital requests.

Takes effect 180 days after enactment, with agencies authorized to adopt necessary rules and regulations by the effective date.
