Requires delivery tickets accompanying all liquefied petroleum gas (LPG) sales in cylinders or containers to consumers, containing date of delivery, net weight or volume, price per unit, total price, and names and addresses of seller and purchaser.

Permits sellers to provide total price within five days after delivery through written statement instead of on the initial delivery ticket.

Prohibits any person, firm, limited liability company or corporation from filling, refilling or delivering LPG into cylinders or containers with more than ten gallons water capacity unless they are the owner or have written authorization from the owner.

Prohibits using LPG cylinders, containers or receptacles to contain any substance other than liquefied petroleum gas without owner authorization or written permission.

Prohibits removing LPG from cylinders, containers or receptacles without owner authorization or written permission, except in cases of fire or safety emergency.
