Establishes requirement for a qualified not-for-profit entity to provide an accessible electronic information service delivering news and timely information to eligible blind and disabled persons through high-speed computers and telecommunications technology

Defines eligible recipients as individuals who qualify for Library of Congress and New York State Library for the Blind and Physically Handicapped services under federal regulations

Creates a special revenue fund called the "Accessible Electronic Information Service Fund" in the state comptroller's custody, to be administered by the Public Service Commission in consultation with the selected entity's director

Authorizes the Targeted Accessibility Fund, Inc. to allocate funds for electronic distribution of newspapers, periodicals, time-sensitive materials, and other community benefit information

Takes effect 90 days after enactment, with authority for immediate adoption of necessary rules and regulations
