Authorizes the New York Department of Motor Vehicles to issue special license plates to members of the Seneca Nation of Indians in accordance with the 1976 Southern Tier Expressway Agreement between the state and the Nation

Special plates shall be issued free of charge upon payment of the regular registration fee and submission of proof of current membership in the federally recognized Seneca Nation of Indians

Membership verification is required annually from applicants requesting the "Seneca Nation of Indians" specially designated and numbered plates

Plate design and application procedures shall be established by regulations promulgated by the Commissioner of Motor Vehicles

Act takes effect 120 days after becoming law
