Creates a temporary state commission consisting of 15 members (7 appointed by governor, 3 by senate president, 3 by assembly speaker, 1 each by senate and assembly minority leaders) to develop legislation for abolishing the New York State Thruway Authority and recommending which state and local agencies assume its responsibilities.

Commission chair appointed by governor from his appointees; members receive no compensation but are reimbursed for actual and necessary expenses.

Commission must submit findings and recommendations for legislation and transfer of powers, obligations, and duties to the governor and legislative leaders by April 1, 2012.

Abolishes the New York State Thruway Authority effective December 31, 2012, with its powers, functions, obligations, and duties transferred, assumed, or eliminated pursuant to the commission's recommendations.

Sections creating the commission expire 120 days after the commission submits its report; abolishment provision takes effect December 31, 2012.
