Adds definition of "incidental exposure" to Executive Law Section 621 as exposure to blood or body fluids (other than consensual sexual contact or needle sharing) that would place a person at significant risk of contracting HIV if the fluid were infected.

Amends the Crime Victims Board award eligibility criteria to include incidental exposure to HIV as a qualifying injury, alongside physical injury or death resulting from a crime.

Requires the Board to cover expenses for FDA-approved HIV diagnostic tests for victims who experience incidental exposure to determine if they contracted HIV.

Takes effect thirty days after becoming law.
