Eliminates the previous staggered board member term structure (3, 6, and 9 years, with some 2 and 3-year initial terms) for the New York State Thruway Authority board.

Terminates all board member terms effective March 31, 2009, or the bill's effective date (whichever is later), with members continuing to serve until successors are appointed and qualified.

Establishes new staggered appointment terms for board members appointed on or after April 1, 2009: two members for 3 years, two members for 4 years, and three members for 5 years.

Allows an incoming governor (different from the original appointing governor) to terminate board members' terms 60 days after taking office, unless the new governor orders continuation of their service without requiring Senate confirmation.
