Creates a "cellulosic ethanol task force" within the Department of Agriculture and Markets to study the feasibility of growing crops for cellulosic ethanol production in New York State

Task force shall consist of no more than nine members selected by the commissioner of agriculture and markets, including at least one member from the state soil and water conservation board and one from the Department of Environmental Conservation

Task force members receive no compensation, but the state covers all costs for attending meetings and additional needs

Requires the task force to file a report with the governor, legislative leaders, and minority leaders within one year of the act's effective date, including findings, recommendations, and any proposed legislation

Act takes effect immediately and automatically expires and is repealed one year after its effective date
