Establishes a Micro Business Outreach Center Assistance Program within the Department of Economic Development to provide technical and financial assistance to a statewide network of business outreach centers serving micro businesses (sole proprietorships, partnerships, or family businesses with fewer than five employees).

Authorizes the Department to fund the setup of new micro business outreach centers in geographically isolated areas and to support the operation and maintenance of existing and new affiliated centers throughout the state.

Requires the Department to establish selection criteria for micro business outreach centers, prioritizing communities that are geographically or socially isolated from the mainstream economy and that maximize efficient use of existing economic development resources.

Mandates the Commissioner to file an annual report to the Governor, Senate Temporary President, and Assembly Speaker within 30 days after each fiscal year ends detailing the effectiveness of the assistance program and recommending any further legislation needed.

Takes effect 180 days after becoming law.
