Proposes amending section 20 of article 3 of the New York Constitution to require a two-thirds majority vote in both legislative branches for emergency appropriation bills certified by the Governor as requiring immediate passage

Adds a new requirement that bills making emergency appropriations under section 5 of article VII must receive two-thirds approval when considered on the Governor's message certifying necessity for immediate passage

Maintains existing two-thirds requirement for bills appropriating public moneys or property for local or private purposes

Requires the proposed amendment to be referred to the first regular legislative session after the next general election and published for 3 months before that election, per constitutional procedures
