Amends Election Law Section 6-162 to allow candidates to withdraw from run-off primary elections by filing a certificate of withdrawal with the local board of elections within three days following the primary election.

If one of the two candidates receiving the most votes files a valid withdrawal certificate, the board shall accept it, certify the withdrawal, and declare the remaining candidate the winner without holding a run-off election.

Applies to any jurisdiction that authorizes run-off elections after primary elections, including New York City elections for mayor, public advocate, and comptroller.

Requires the withdrawal certificate to be submitted in affidavit or affirmation form as determined by the State Board of Elections.

Takes effect thirty days after becoming law.
