Amends the Correction Law to require the Department of Corrections to provide all eligible inmates with the opportunity to complete General Equivalency Diploma (GED) coursework at least two months before their parole or release date.

Applies to inmates serving determinate sentences or indeterminate sentences (excluding life without parole) who are evaluated upon admission and deemed capable of successfully completing GED requirements.

Mandates that the Department ensure GED programs with appropriate curriculum and certified academic staff are available at all correctional facilities housing eligible inmates, with a maximum classroom ratio of 20 inmates per GED instructor.

Requires written notice to be provided to all inmates upon admission informing them that GED programs are available.

Directs the Department to submit an implementation plan to the Assembly Standing Committee on Correction and Senate Standing Committee on Crime Victims, Crime and Correction by April 1, 2011, with the act taking effect three years after becoming law.
