Establishes an Early Intervention Services Pool providing $100 million in state grants to municipalities in 2011 for delivery of early intervention services to eligible children with disabilities.

Distributes grant funding to each municipality based on its proportionate share of approved statewide early intervention program expenditures not reimbursable by the Medical Assistance Program in the most recent available fiscal year.

Designates state grants as reimbursement from third party payors to municipalities for purposes of the early intervention program.

Eliminates requirements for municipalities to seek reimbursement from private insurance and limits third party payor obligations to the Medical Assistance Program only.

Removes provisions requiring public reimbursement for insurance deductibles and copayments while maintaining that municipalities may seek subrogation rights against Medical Assistance Program benefits; takes effect January 1, 2011.
