Adds binding arbitration procedures to New York civil service law for contract disputes involving court clerks and court officers in the unified court system across seven specified negotiating units (Ninth Judicial District, Nassau County, Suffolk County, and four New York City units).

Establishes a three-member arbitration panel consisting of one member appointed by the Unified Court System, one by the employee organization, and one neutral public member selected jointly within ten days; if parties cannot agree on the public member, the board provides a list and parties alternate striking names until one remains.

Requires the arbitration panel to hold hearings on all matters within the scope of negotiations, with decisions made by majority vote and based on factors including wage comparisons to similar employees, overall compensation packages, financial impact on the court system, cost of living changes, and public interest.

Makes the panel's determination final and binding on both parties, except provisions requiring legislative enactment do not become binding until the appropriate legislative body passes implementing legislation.

Takes effect immediately upon enactment.
