Permits applicants to request absentee ballots for primary elections, general elections, or both elections during periods of continuous absence, and automatically sends ballots for any special or winter primary elections occurring during the specified absence period.

Establishes that applications must be signed with option for a signed certificate in lieu of affidavit, with specified penalty language for false statements.
