Requires the Department of Health to establish a Certificate of Recognition of Stillbirth to be issued by registrars upon parental request for cases where a fetal death certificate has been filed.

Certificate must include appropriate information determined by the Department on a form similar to live birth certificates, and may include the name given to the stillborn fetus by parents.

Persons preparing fetal death certificates must inform parents in writing of their right to receive a Certificate of Recognition of Stillbirth.

Certificate does not constitute proof of live birth and cannot be used to calculate live birth statistics; parents may limit disclosure to themselves, their representatives, Department personnel, and the registrar.

Applies to stillbirths defined as unintended intrauterine death after the twentieth week of gestation, regardless of when the fetal death certificate was originally issued; takes effect 180 days after enactment.
