Requires the Port Authority of New York and New Jersey to conduct a cumulative impact analysis of environmental hazards from vehicle and airplane traffic and emissions at all bridges, tunnels, and airport facilities it operates.

Analysis must identify automobile, truck, and airplane traffic emissions; hazardous and industrial waste; regulated air contaminants; and toxic pollutants, coordinated with the Department of Environmental Conservation procedures.

Study must evaluate cumulative environmental impacts on current residents and their activities, including community decay, blight, and threats to public health and community development posed by Port Authority facilities.

Until health effects are determined by the Department of Environmental Conservation, the Port Authority must establish air quality monitoring and provide respiratory health care assistance to persons living in communities contiguous to Port Authority facilities.

Takes effect upon New Jersey enacting identical legislation, or immediately if New Jersey has already enacted such legislation.
